What is NPII?

Two different things share this acronym in AU registered-data circles. Hoist Assets operates with an "org-only" search scope; AFSA's official "NPII" is a separate bankruptcy register.

Disambiguation: "NPII" appears with two unrelated meanings in Australian register/insolvency contexts:

  1. AFSA's NPII — the National Personal Insolvency Index, a publicly available record of personal insolvency proceedings (bankruptcy, debt agreements, personal insolvency agreements) maintained by AFSA under the Bankruptcy Act 1966 (Cth). It contains full name, aliases, date of birth, residential address, and proceeding type. This is a separate AFSA register from the PPSR. Resellers of NPII (bankruptcy) searches operate under an AFSA Account Customer Terms carve-out.
  2. Hoist Assets's old "NPII" shorthand — historical internal Hoist terminology for non-personally-identifying PPSR searches (organisation-grantor + serial-number). Renamed to "org-only" on 2026-05-16 (Bead ha-ju8) to avoid the collision above.

What Hoist Assets actually does

Hoist Assets operates only the org-only scope: organisation searches by ACN, and serial-number searches (VIN, chassis, aircraft serial). No individual-grantor (PII) searches at any layer. The legal pathway is AFSA written approval under PPSR General Conditions §1.8, not the AFSA NPII (bankruptcy) carve-out.

Hoist Assets does not currently operate as an authorised PPSR reseller. We have submitted a written-approval request to AFSA under PPSR General Conditions §1.8 for the org-only customer-trigger model and a B2G Account Customer application in parallel. Both are pending AFSA response (see our blog post for context). Hoist Assets is NOT claiming any existing carve-out.

What's permitted under Hoist's org-only scope

  • Organisation searches by ACN
  • Serial-number searches (VIN, chassis number, aircraft serial)
  • Registration retrieval by registration number (if you already have one)

What's not permitted

  • Individual-grantor searches
  • Bulk extracts of the register
  • Downstream resale of search data as a data product

How Hoist Assets enforces this

Our API rejects individual-grantor inputs at the boundary with a 400 response. There's no search_individual, no lookup_by_licence. See /trust/npii-boundary for the full enforcement story.
